Windsor council reaching out to West Hants for “fairer” cost-sharing

The Town of Windsor is drafting a letter with the spirit of equality for all residents in mind.

Town council voted unanimously in favour of sending a letter to the Municipality of West Hants requesting better cost-sharing agreements for community assets during their most recent council meeting.

The letter was initially going to focus on the Hants County War Memorial Community Centre, however, during the April 29 council meeting, Windsor Mayor Paul Beazley suggested they include other locales. He cited the tourist bureau and Windsor Regional Library as examples where West Hants could help the town financially.

“I'm going to take some liberties and expand that letter a little bit,” said Beazley, noting he wanted it “sent in the spirit... of fairness.”

When the opportunity arose to speak about the funding request, Coun. Dave Seeley voiced his concerns with the mounting costs of operating the community centre.

“Every time this council comes to budget discussions, we are facing harder and harder times,” said Seeley, noting the Hants County War Memorial Community Centre ran “a deficit of $142,000-$145,000” this past year.

He said the centre is not used just by Windsor residents, but by West Hants residents as well.

“It falls to the people and residents of Windsor to fund that centre.”

Coun. Scott Geddes also said West Hants should help fund community buildings.

“I truly believe in order for the entire region to prosper, we have to have fair cost-sharing throughout the whole region as well,” said Geddes.

“What benefits one will benefit the other. When one person is left behind, the others are left behind in one way or another as well.”

    West Hants needs a new council. They have been in place far too long. West Hants needs to start co-operating with the Town of Windsor, they need to step up to the plate and stop acting like children. Windsor has been trying to find a middle ground with West Hants and West Hants has not been co-operating, just pointing fingers.

    Windsor has to learn how to be more efficient if certain areas are running a deficit and stop blaming others. The community centre should raise their rates and close the doors when the place is vacant is an example. They cannot afford a paid fire chief. Next week they will want to put a toll booth on the bridge between Windsor and Falmouth and in Garlands Crossing(only when you want to enter the town). STOP the blame game and solve your own problems so we can all move forward.

      Just curious why the paid fire chief position keeps being brought into all discussions that are Windsor vs West Hants? You're looking at VERY small things in comparison to some of the problems in the area. Don't be so small-minded. I wouldn't be surprised if those who are against the paid chief position have personal bias in one way or another. As a West Hants citizen I'm fine with having the paid chief.

    WHY should West Hants pay for Windsor facilities operating cost? There are facilites in many areas that are used by people from other municipalites. East and West Hants and Windsor use HRM facilities, should they pay for HRM Operating cost? If the Hants County War Memorial Community Centre ran “a deficit of $142,000-$145,000” this past year. And I am sure that much more than West Hants use this facility also. But again it is WEST HANTS that is the one to pay for another thing in Windsor. West Hants, NO ASSETS but Windsor want them to pay again and again and again. Remove Windsor Council and you wouldn't have an operating cost problem. Cost would be reduced considerably. Can Windsor do anything without West Hants money? I mean really. This is every day Windsor wants more and more from West Hants.

      that's fine then, if West Hants doesn't want to pay their share than Windsor should charge non Windsor residents more for use of the facilities. For example, anyone signing up for recreational activities thru Windsor must show proof of address and if they live outside of Windsor then they're charged more. At the tourist bureau don't put any pamphlets or brochures regarding West Hants. At the Windsor Regional Library anyone outside of Windsor must pay a user fee. In regards do the fire station stop servicing west hants NOW.

      Every person that uses a facility should be charged the same fee, resident or not. Windsor, West Hants, East Hants or Halifax. Tourist bureau in every ares have pamphlets for all areas. Not sure Windsor and West Hants. Are you saying the only brochures in the Windsor tourist bureau is Windsor and West Hants? If so they should be shut down. And if more than all of those other place should be paying for operating cost too? I have seen Windsor phamphlets at the Airport and Mt. Uniacke so I guess Windsor should be paying their operating cost also. Come on lets be realistic here. Everyone shoud pay a fee at the library. User fee that is reasonable.

      Attitudes like the one you display only continue to ruin our small communities. I don't think any of our leaders (Councillors) are representing the wants/needs of their citizens nor do I think their attitudes should be brought into this. If we had a 100% brand new council things could make a change for the better. But so long as old people think in old ways we'll never make progress. Team work is the only way things will work. Windsor is nothing without West Hants and West Hants is nothing without Windsor.
