The Seven Recommendations
By Raymond A. Winbush and Harry Allen
(1) Create an ‘accountability committee to implement the negotiations.’
(2) The Digby detachment of the RCMP should establish a series of in-service workshops that would be manatory for all members of the unit. The workshops would cover the following subjects: eliminating white privilege and white supremacy; the post-traumatic slave syndrome; law enforcement amongst indigenous populations; the history of Black Nova Scotians racism or the future of Canada.
(3) The Digby detachment should devote far more time in non-policing activities with the Black community.
(4) Review the role of obstructionists in education and poilicing in Digby and surrounding communities. Hire a minimum of one Black educator per year for the next five years at both the elementary and secondary level in the Digby public school system.
(5) Begin a program of organizing the Digby community that would addess challenges and criminal behavior among its residents.
(6) The Digby RCMP should rid itself of conflicts of interest and target known drug suppliers (as opposed to drug dealers) in the community.
(7) A ‘truth and reconciliation commission’ needs to be established in Digby.
